It comes across like it is supposed to be a punishment to us for being late. More like a reward to the company charging it. Thank you for noticing this - I'm surprised more folks have not spoken out against this sort of thing. Everyone just blindly buys into it and pays their stupid spanking fees. Sometimes the damn spanking fee someone charges makes the difference between me eating right for a week and not doing so.
